on the volt reg it will over charge , undercharge or not charge it at all
what is youre foreman charging at right now (13 to 14.2 is good at a little above idle)

 

I'm not sure do I test it off the batt.?? But what mine is doin is sometimes when I go to start it when I hit start its like everything will shut down dash and all then if I let up off of start and hit it again it will start but I wasn't sure what was doin it so I put a New Batt. On it thanking it was that but it still does it

 

it could be a dirty starter switch (the button) or loose cables like jeep said ......check all the cables and connections and fill them with dielectric grease

 

Sounds like a loose battery cable to me. Clean up your cables and batt terminals and make sure everything is tight
