if your lookin for some more low rend torque to turn tires in the mud, the clutch kit is the route i would go.
Whats better:An EPI clutch kit,or an air filter kit?
I dont know which one to get,so im asking yall opinion.

The clutch kit will do way more for you!
Fo Sho! Clutch Kit is the way to go
An air filter as a stand alone mod will not yield any noticeable performance. If it is accompanied by new exhaust and rejetting then yes, it is a very worth while investment.
