stock filters should come pre "oiled". honda uses a oil that is very sticky and messy, though it does work good. go to you dealer and get some if it doesn't have any.
it is blue coming out. use a plastic bag and put the filter and some oil in it. make sure to squeeze it around real good to distribute it. wear some disposible gloves also if you have it.
