ANY ONE EVER HAD THE REAR BRAKE ARM FREEZE UP?
HAND BRAKE STILL WORKS, BUT FOOT BRAKE DOES NOT.

I never use the foot break.
My rear brake stuck this weekend. Problem was a sticking cable from the brake lever. I just disconnected the cable and used the foot brake if I needed to stop in a hurry. I usually never use the footbrake. If your handbrake still works it sounds like you have the reverse problem from me. Could be the footbreak cable thats sticking. I'll try and free my cable up this week but sometimes it's easier to replace them.
I've heard that the pivot point will rust up at times. Take it apart and clean it up good. Grease the pin (some people put a zerk there) and you're good to go.
I've seen where the foot lever rusts up on it's pivot.Remove the cotterpin and washer and pry the foot lever off,I wire brushed it really good then used anti-seize compound on the pivot shaft.
We get a lot in that are seized ... You mostly have to wiggle the lever up/down while holding pressure to remove it , some are hard to remove .. Clean it up and put anti-seize on the shaft & lube the cable and it'll be like new ..
