It should pull a little, the wheel with the least resistance is the one that is going to pull which is usually the one up in the air. It has clutch disc and spring washers in it which can wear out over time. As ALLHonda said there are a few things that can be done to it to help it pull more, but it also wears some of the moving parts out quicker.
