The drain tube could be plugged with debris also.Remove the check valve in the drain tube open the drain screw and try to blow some air back towards the carb,use low air pressure from your compressor.Then open the fuel supply from the tank if no fuel comes out then you will have to remove the carb bowl clean it out and check the float.When a bike is stored for a long period of the fuel will evaporate and leave a gooey deposit.Use fuel stabilizer in your fuel to avoid this in the future.
