I had that happen, and I ended up pulling the front engine cover off and removing and replacing the adjuster. IIRC the thing has an O ring seal- toward the inside, so moisture and what not can get in there and corrode the shaft to the case.
I was able to get mine to turn a little bit, but it was clear I’d never get it free enough to accurately feel where it bottoms to adjust it properly without removing it.
I greased the new one, and I now put silicone over the center and sides of the lock nut- fairly easy to plunk off to adjust, then reapply.
