i've got a used HMF pipe but i think its too loud.....can you buy just the core to put in them to make it quieter?

before i put it on i was moving it around and it sounds like there were pebbles rolling around in it.....should it sound like that or does that mean all the packing is messed up......? granted it is a used pipe, the guy wants 75 bucks for it and its loud. i'm just not so sure about the rocks in it.
