Broken cylinder bolt

I'm in the process of rebuilding a 2001 Rancher 350 that I recently purchased. I noticed that both cylinder bolts (not the 4 studs) were broke off but the cylinder was not leaking oil. I removed the cylinder and was able to remove one of the broken bolts but couldn't get the other one out. I've tried everthing but had no luck. Looks like the previous owner tried the same thing and failed as well. The torque on these bolts is very low so my question is do you think I will have issues down the road if I don't install one of these bolts? If I keep drilling and the hole is offset I'm afraid I may make matters worse but if I don't do anything then I'm afraid I may have a leak down the road.

The 2 long 6mm (10mm wrench head) bolts on the right side of the cylinder/head? If so you want those to be good, just drill it out and tap them to a standard bolt if you have to. Most of the broke off bolts I do I use the mig welder and build the bolt up and weld a nut to. All the welding heats everything to break it loose.
