99 foreman instrument display cloudy

Any suggestions for clearing up the instrument display. Mine has a film or corrosion on the inside making it difficult to see the numbers.

Take it apart let it dry out real good them put it back together with a little silicone around the edges and anywhere water could get back in.

Thanks for suggesting a method. I have found it a little difficult to separate the clear plastic from the housing. Is there a specific procedure other than just cutting the two apart?
