Bike is very hard to steer. Jacked it up and removed tie rods and handlebars move freely then any ideas on what may be the cause of this? Thanks

If with the tie rods removed the steering moves freely but the wheels do not, I think it would have to be ball joints, or the CV joint in the axle. I’d think if it was CV joint it would likely make noise and/or vibrate. I’d also look closely to make sure nothing is bent in the suspension or the frame.
