Honda foreman 450 transmission

Hello! I have recently tore my foreman 450es engine completely apart due to it being stuck in 5th gear(would not shift down with shift lever). I got inside and found that the shift fork for the clutch shaft was binding up. I bought all new shift forks and drum. I was waiting for my gasket kit to come in and decided to put it together to test and make sure it would actually shift now. I got the crank put together and was only able to shift through a few gears before it would stop. I am positive that I have the forks and gears in right. Could this be due to not having the crank it in to turn while I shift? Will this problem resolve once whole engine is together and running? What should I do before I put a gasket on it?
