Default Mix adjustment on carb not working

Hey all, I just bought this yesterday and its not running perfect... It seems like it needs more fuel ( it runs well with choke half up). It seems like the mix adjustment screw on the carb is not working. I can turn it all the way in or 5 full turns out and it does not seem to change a thing. I did also take the carb and give it a little cleaning and it did not seem to make any difference. Ideas? Thanks!

carb needs a complete, thorough cleaning. no need for choke to make it run.
