Water is heavier than gasoline, so it you got any into the gas tank, it'll settle to the bottom. I'd drain the gas tank, drain the carb and put some fresh gas in along with some Isopropyl Alcohol or drygas. Check your air cleaner box also for signs of water.

Check the filter element itself to see if it's wet. If so repace it or dry it out. You can always see if that was the problem by starting it up with the air cleaner off the carb.

It's in the air box you were in checking for water. Should be some sort of foam element or pleated paper. It attaches to the air inlet to the carb.

Have you checked anything else yet ? Check the air inlet tube to the air box for mud or some sort of partial blockage. Have you drained the gas tank and changed the filter yet ? Have you drained the carb ?
