Kentucky stop titleing atvs a couple years ago. When I bought my 2005 Rincon a few months ago the guy I bought it from said that kentucky is suppose to start titleing atv's again soon. Now if this is true would I be able to get a title for the 2005 rincon I purchased from him with only a bill of sale that he wrote out to me after I purchased it from him. According to him I am the 3rd owner of the rincon. THANKs!!!

It would depend on the State regulations, they are all different. No matter what I would think you could apply for a new title, people do lose them and there has to be some sort of way to get one.

In SD we have to have a title for them but in NE they don't. If I trade one in from NE without a title I just apply for one and there is no issues. Every state has different regulations and hoops to jump through to get them.

In Illinois they dont have a registration system because there is no public trails.(Illinois Sucks) so the only only reason you need a title is for resale because if you dont possess one it brings the value of the machine down and people frown at you thinking maybe it is stolen.
Im at the very northern tip of Illinois/Wisconsin border and Wisconsin doesnt issue titles and only has registration so if you buy a bike there you had better get the the current registration card issued to the bike in order to ride Wisconsins beautiful trails. I just recently found out that if you buy a bike from somebody in Wisconsin and have the current card signed (which is all they have to do to sign ownership over to you) all you have to do is get a out of state resident registration. And once you get the new registration card in your name, take it to the Illinois DMV and they will give you a Illinois title in your name for the bike. My current situtation is that I purchased my Ruby from the original owner and he gave me the Original title that has both Honda Finance and his name on the title with both parties signing off.And he also wrote me a bill of sale with his signature almost exactly the same as the one on the title. I took this stuff up to the DNR in Wisconsin and they told me they wont let me register it unless I go and have it titled in Illinois in my name first and then bring the title or paperwork showing I paid for it and the title is in my name. So now I have to spend almost a 100 bux to have a useless in Illinois(unless I want to sell it or prove I own it and pay taxes on ownership I suppose?) title put in my name just to be able to register for a out of state registration from Wisconsin to ride their cool trails! Eitherway, Wisconsin does have some really cool trails systems and other than the stinking Packerfans, Its Gods Country!! lol I just purchased a bunch of stuff for my bike so im kinda broke right now! But I plan to get all of the legal stuff I need done next spring so I can say , HELLO!!!!!!!!! WISCONSIN!!!!!!

This Topic just made me think of something funny!lol
About 2 years ago, I sold my 2000 Honda Rancher 350 2 wheel drive rancher W/plow that I bought from a guy In wisconsin with registration card to a Mexican dude. This guy could barely speak english and I explained the best I could to him about how in order to get a title he had to go register the bike in his name in Wisconsin( It was registered in my name at the time)and then he could put it in his name. What was so funny was the fact that he kept asking in broken english if I had any lions on it? I was like Lions?WTF? Turns out he was reffering to Liens on bikes and Border patrol wont let him take an ATV across the border if it has a lien on it.lol This guy had a brand new 2008 or 2009 F150 Rancher loaded and probably makes a shitload more money than I do, and cant speak a lick of English?WTF?
