On the Rubicon you can go where the hitch bolts on and a hook fits perfect in there and won't come unhooked very easily by accident. If using a strap with the loops at the ends wrap it around the axle tube and slip the loop over the hitch. Now if your the one getting pulled out those places aren't as easy to hook up to. We use to use short runs of cable attached to the hitch/axle tube on one end and a loop in the other just bungee corded to the rack. It as always up out of the mud when needing to hook it up. Kind of like what Rich is doing just a lot shorter.

I'm an electrician and I see your point. When peoples lifes are on the line they tend to make sure everything 100% done right. Seen were some dumbarses not make sure the strap is down in the hook and put preasure on the spring. People get and hurry also. Seen a few misshaps in my 26 years of construction. Loads on a crane are usually more than 5000lbs also.
On another note, most people are going to go to Wally World and get a tow strap made in china with one of those cheezy latches also. These were the ones I was refering too. JMO......Oh yea, h22ate "Never say Never". Quoted from my Grandfather.
