Default slipping clutch

I have recently purchased a 2001 Rancher manual shift for my daughter. I bought it in unrideable condition so I dont know if this is a new or pre existing problem. When I start the bike I have to rev the engine to about 1/4 throttle before it starts to move. I also have a 450 foreman and the engagement point for the bike to start to move just seems way too high in comparison. I know the bike has 2 clutches. The adjustment on the front of the engine does not seem to help. The oil was low and dirty when I bought it so I changed it. This seemed to help some. Any thoughts or suggestions?
Thank You, Luke

I don't think the brakes were dragging because I could push the bike in the barn. Thank you for the welcome.

I am sorry for my ignorance but I did not know it needed a special oil. I used Valvoline 30w. Could this be the problem? Can you recommend the correct oil thanks in advance.

Was this a mud bike or younger kids machine? Reason I ask is they might have installed a clutch kit if it's just the engagement that is the issue.
