Honda brakes suck anyway. I had mine start to do that. I got tired of it when I went to stop going down a mountain and it never grabbed after repeatedly pumping the handle. So I went to xtreme atv and got their disk brake conversion.

I have heard if you pump them and then zip tie the lever to the grip and leave it overnight sometimes it will help getting the air out.

1999 450s Front Drum Brakes Will Not Bleed.

If you have drum brakes, sounds like you need to adjust the brake shoes out. Always adjust the brake shoes first or you won't be able to bleed them properly.
