Default Need help with chinese 110cc!!!!!

I got this pretty cheap for my son, but it wont even try to turn over. the battery reads 13v, the wire to the starter relay from the battery reads 13v, when i try to crank there is no read on the starter wire on the relay. The red wire goin in (i guess its the CDI box, close to the battery with a lot of wires running to it) reads 12v, but nothing else on the bike has any voltage. The lights won't even come on. What could cause this???

Does it have the remote kill/start/lock option?

theres should be 2 red wires coming off of the battery, one about 10 gauge, going to the starter relay. the other is about 16 gauge, going through the wire harness to the handlebar switch. this wire should have a tube fuse close to the battery, check that. also make sure the battery ground is connected, and there should be a chassis ground around the starter somewhere, they will be green.

Check the fuse under the seat and jiggle the wires around, they are made really cheap with cheap, thin wires.
