Pads must "seat" to rotors and shoes must "seat" to drums. Same goes for a car. It wont stop well for the first little bit unless you force them to seat. However, forcing them can cause you to wear off an unnecessary amount of the pad. Try driving around for a few miles riding your front brakes. They should seat to the old rotors. Your old rotors have small grooves in them and until the new pads get those tiny grooves (may not be visible grooves), the full surface area of the pad is not touching your rotor. It is only touching the high spots.
