Do I have to remove the float from the carb? If so how do I get the pin holding on off?

yes you need to remove as much as you can
i use a little philips head screwdriver and push the pin out if its varnished up

A small finish nail works good also, just lightly tap on it with a hammer and drive the pin out. Once you get them started they go easy, just have to get past the spline part of the pin.
