Default honda foreman 400 steering help

hi need help with replacing the stearing shaft rubber bush below the handle bars on a honda foreman 400 98 model do I need to remove the whole steering shaft from bike are is there a easier way

yes the stearing shaft removes from the top and the bushing slides on from the bottom of the stearing shaft
