I know it might be a real pain in the azz, but have you thought of using JB Weld and filing it flush, using just enough to build up the one side?

I stuck a bolt in a Caddy Gas Tank that had a Big hole in it and smeared JB over the bolt, and Duct taped it up real quick to keep it from running off...... it was still their & NOT leaking some 10 years later when we sold the Car!
